INL Program

Design and Build contract for the construction of a new Commissariat for the Haitian National Police (HNP) in St Marc. Scope of work includes demolition of existing structures, site works, structural works, utilities, finishes, exterior improvements and infrastructure.

This contract has been awarded as part of US DOS INL´s program in Haiti to provide facilities that will support the operation of the Haitian National Police (HNP).

As the main contractor, PALGAG was responsible for all the construction management including engineering support, procurement, logistics, project management, and implementation of Quality Control and Health & Safety plans, matching the client (INL) requirements.

About the project

The design includes the following disciplines: architectural, civil, structural, mechanical, plumbing, electrical and fire detection system. All the buildings are designed to be multiple stories, for future additions.
The site area is about 7,000 square meters, and includes about 2,400 built square meters.
The project consists of the phased demolition of 5 existing buildings and the construction of a complex of 10 new buildings, 8 – single story and 2 – two stories, in addition to site works and utilities.
The main construction method and materials consist of reinforced concrete foundations, slabs columns and beams, reinforced CMU walls and metal roofs. Solar photovoltaic power systems were designed and implemented in each of the main buildings.

The complex includes:

  • Administration building which includes temporary detention facilities
  • Fire department
  • Inspector’s offices and facilities
  • Reception
  • Transportation department
  • UDMO Headquarters
  • Main kitchen and dining room
  • Men barracks
  • Women barracks
  • Vehicle maintenance building and facilities, to include a car service bay and pit
  • Security Control Access Points
  • Utility / main generator building
  • Elevated 15,000 gallon water storage tank
  • Pumps and water purification station
  • Site development: main courtyard, parking areas, green areas, leach field, exterior solar lighting

For the successful execution of the project, the following skills and expertise were required: multi-discipline design capabilities, full construction capabilities, construction management, engineering support, logistic and procurement planning, human resources.
